Primary Promise

Primary Promise is a program designed by the Los Angeles Unified School District in response to the learning gaps that occurred due to COVID 19.  These learning gaps meant that many students were not reaching early literacy goals, and without intensive support, only 10 to 20 percent of these students were likely to improve.

Therefore, Primary Promise targets those students whose reading scores indicate the need for intensive instruction.  By providing systematic teaching, individual and small-group instruction, after-school tutoring and supplemental learning materials, it is the district's goal to close this "learning gap."

Primary Promise is the name of the program, but also the promise on behalf of the district to its students:

"Every learner leaves second grade with the foundational reading skills needed to         transition from being a student of learning to read to becoming a student who reads to learn."
